In Turkey, most pupils or students are enrolled in public institutions at all levels of education (pre-school education 91.2%; primary schools 98.3%, secondary education 97.4% and higher education 94%).
Private primary and secondary schools are funded independently. Pre-school education is optional for children under six years of age. Therefore, approximately a-fourth students are attending the preschools (nursery schools or classes).
Compulsory education begins at the age of six years. Educational administration is centralised under the Department of Education.
Educational activities in the eighty one Turkish provinces are organised by the directors of education (Local Education Authorities-LEAs) who are appointed by the Ministry of National Education.
Assessment of children with special educational needs is provided in guidance and research centres under the Department of Education (LEAs).
Teacher training for primary and secondary teachers is to bachelor’s degree level and takes place over four years.
All teachers who work for the Ministry of National Education are civil servants whose salaries are paid by the state.

Spanish draft First Summary Doc

Comparison of education system, the job market, formal, non-formal and informal curricula in each country, exchange information.

Orientation in the labyrinth of new offers of education is possible above all by means of carefully formulated advisory instruments, especially within career counselling. Since counselling is based on data on formal education (courses, schools) and its informal direction is not yet arranged into a system, we suggest that there must first be made up or better be creating an image and structure of informal occasions of education. Subsequently or parallely to this process it is necessary to form a new field or section of counselling as follows: life education counselling.

Aims of the project

The project is targeted at creating instruments to enable orientation in the wide variety of educational and training courses in non-formal curricula, taking into account intercultural conditions of the partner countries, and finding out what barriers exist between the range of educational courses and the target groups. We want to assist people from vulnerable social groups (women, migrants...) in order to give them alternative opportunities to access adult education and a job. We want to acquaint all partner subjects with the entire range of lifelong education in each partner country. We take into account that this education is provided by almost all kinds of educational institutions, from universities to individual private providers of education.
We hope to enhance the European dimension of education in our organizations by promoting joint cooperation activities with institutions from different European countries. So, we expect to learn new methods, innovations and educational systems:
  • To give learners and teachers an opportunity to work together with learners and teachers from different countries
  • To provide active participation of our learners and teachers in international activities
  • To help learners and teachers to acquire and improve skills not only in the topic or subject area on which the project is focussed, but also in terms of teamwork, social relations, planning and undertaking project activities and using information and participating in a partnership with partners from communication technologies.
  • To gives learners and teachers the opportunity to practice foreign languages and increase their motivation towards language learning.
  • To exchange experiences and good practices with partner organisations in Europe.
  • To motivate our learners, teachers, parents and community to use as learning and teaching methods and means of education the new informational technologies.
  • To improve the quality awareness of education, searches innovations related to education and teaching at every level, conducts every activity to train new educators and that contacts experts and other related institutions to increase the contributions occupational formations to the society.
We want to make a careful study of the situation to find out the way to give people in need (foreign or adults or drop out young people) the possibility to attend adult learning courses. According to our searches and international contacts we are getting aware that the problem of L.L.L. is common need and all European Countries have to find suitable strategies to solve it.

Project Summary

Target of the project is to consider, whether, to what extent and on what level instruments for easy orientation in the bid of various educational and training courses, i.e. in the area of life education and informal curriculum can be made up.

Participants in project will be advised of how their partners in the EU and associated countries (Turkey) treat such information, which methods and forms they use (networks or only references on websites, or printed materials and the like).

Of great importance will be context of information on options in life education; what is creation of educational units (courses) motivated by, that is to say how it will be affected by national and regional requirements and needs or by the EU directives and recommendations (and depending on the EFQ-European framework of qualification). This intention is also related to the choice and formation of target groups, covering ethnic minorities, immigrants, age groups at risk, the unemployed, women, etc. – those ones, who always depend on local, regional or national conditions.
